  1. it makes sense, if they focus on punishing rather than treating drug users, the prison population will rise and they know the users will be back without the proper treatment. They don’t want to fix it they want to exploit it. if the private prisons can increase their workforce they are happy and richer. violent crime rates are doing down yet the prison population continues to grow, that should tell us something is going on.
